On January 31st, Ambassador Ogawa attended the completion ceremony of the project for “Capacity Building for Efficient Power System Development in Rwanda.” This project is a three-year-project through technical cooperation on the following three points; establishing a well-defined training program for operation and maintenance of power facilities in Energy, Water and Sanitation Authority (EWSA), building database system for the proper operation of electricity distribution and improving the capacity of core-engineers who can pass their skills and knowledge to others in EWSA. The project also focused on utilizing technological tools including GIS (Geographic Information System).
Ambassador Ogawa made his remarks at the ceremony and mentioned that the Government of Japan will keep working hard to achieve the commitments of “Accelerating Infrastructure and Capacity Development” pledged in TICAD V. He said that the project had contributed to the enhancement of human capital which is the most important asset in institutions, and expressed his expectation for the Ministry of Infrastructure and EWSA to maintain and expand the great results of this project in future. Hon. Isumbingabo, Minister of State in charge of Energy and Water encouraged EWSA staffs that were trained through the project to fully utilize their skills and knowledge in their work.
This technical cooperation project has performed a complementary role of the project for the “Rehabilitation and re-construction of the Old Substations as well as to Restore and Expand Distribution Network” which is on-going and will be completed in February 2014.
