Japan and Rwanda sign a 300 million Japanese Yen Non-Project Grant Aid(July 24, 2013)

Japan and the Ministry of Finance and Economic Planning today signed a 300 million Japanese Yen Non-Project Grant Aid to promote the Government of Rwanda's socio-economic development efforts.

The Non-Project Grant Aid will provide foreign currency for import of goods (industrial material such as petroleum and steel products etc.) necessary to promote economic and social development efforts by the Government of Rwanda.In addition, the profits which should arise from sales and lease of the goods procured under the grant, so called Counterpart Fund, can be used for development projects in Rwanda.

H.E. Mr. Kazuya Ogawa, Ambassador of Japan, said "This year is very important for Rwanda since this year Rwanda launched the Economic Development and Poverty Reduction Strategy 2 (EDPRS2) for five years. I believe that this Non-Project Grant Aid will certainly contribute to a good start of this year."

The Honourable Minister of Finance and Economic Plannning, Mr. Claver Gatete expressed his gratitude to the Government of Japan for its support and mentioned that the Non-Project Grant Aid was one of the best practice because of its flexibility, and also this aid would fill the gap between EDPRS2 and its financial resource.

Previously, Japan has provided Non-Project Grant Aid in 2009, 2007, 2006 and 2005.The Government of Rwanda utilized these funds for the Support for National Electoral Commission Strategic Plan, Feeder Road Development of Tumba College of Technology, and the Support to Rwanda Grains and Cereals Corporation, etc.
