A short video (in Japanese) of the press tour in the water sector for local media held on June 6, 2023, has been released.

On the day of press tour, twelve people from seven newspapers and TV stations in Rwanda with the Ambassador of Japan, Mr. FUKUSHIMA and the Chief representative of JICA Rwanda,Ms. SHIOTSUKA visited Kigali City's grant aid project, “Project for Strengthening Nzove-Ntora Principal Water Transmission Pipeline in Kigali City” and the technical assistance project, “Project for WASAC Utility turnaround with KAIZEN approach”. The Permanent Secretary of the Ministry of Infrastructure, the Deputy Mayor of Kigali City, and representatives of Rwanda Water and Sanitation Corporation (WASAC) also participated.
What is a press tour?
The purpose is to provide local media with an opportunity to visit the sites of Japan's development cooperation projects, deepen their understanding of the outcome of projects, and facilitate them to report to Rwandans.
Japan’s support for the water sector
Rwanda is undulating and has many hilly areas, so it is necessary to develop infrastructure such as water transmission and distribution networks that is suitable for its geographical characteristics. In rural areas, there are needs such as the development of water supply facilities and the appropriate maintenance and management of water sources, and in the eastern prefecture in particular, there are multiple areas where the access to safe water is below 30% (Census 2022). Therefore, improving water supply in rural areas is an issue that needs to be addressed. Furthermore, in urban areas, especially in the rapidly urbanizing capital city of Kigali, urban water supply has facing challenges, including a lack of water sources and a high rate of non-revenue water (water that does not lead to water bill collection) due to water leaks.
Japan places the water sector in one of the priority areas of the Country Assistance Policy for the Republic of Rwanda, which is " Social Service Improvement (Sustainable Safe Water Supply and Sanitation Service)." In response to the above issues, Japan, through the following JICA’s projects, addresses rural and urban water supply issues.
●Project for Strengthening Nzove-Ntora Principal Water Transmission Pipeline in Kigali City (Grant Aid)
・Implementation period: From February 2019
・Project overview: This project aims to increase the amount of water and ensure a stable supply of water by constructing water transmission pipes, pump equipment, and facilities between the Notora Reservoir and the Nzobe Water Treatment Plant, and thereby contributing to the improvement of social services by improving the situation in the water supply.

●The Project for WASAC Utility turnaround with KAIZEN approach (Technical Assistance )
・Implementation period: April 2022 to March 2027
・Project overview: This project aims to strengthen the Rwanda Water and Sanitation Corporation (WASAC) in the planning and implementation capacity for implementation of the Water Supply Master Plan properly by enhancing its financial management capabilities, reducing non-revenue water, and strengthening efficient facility operation and maintenance.
・Implementation period: April 2022 to March 2027
・Project overview: This project aims to strengthen the Rwanda Water and Sanitation Corporation (WASAC) in the planning and implementation capacity for implementation of the Water Supply Master Plan properly by enhancing its financial management capabilities, reducing non-revenue water, and strengthening efficient facility operation and maintenance.
●Project for Rural Water Supply Services and Infrastructure Management Development (Technical Assistance)
・Implementation period: October 2021 to October 2026
・Project overview: This project aims to strengthen the ability of district officials and WASAC, and thereby contributing to strengthening the ability to formulate and implement plans for local water supply services throughout Rwanda. This is done by strengthening the operation and maintenance capacity of local water supply facilities, the planning capacity for expansion and renewal of water supply facilities, and the management capacity of community water sources in seven districts of the eastern province.
●Project for the Improvement of Water Supply Services in the North-Central Area of the City of Kigali (Grant Aid)
・Exchange of Notes (E/N) and Gift Agreement (G/A) Signing date: December 6, 2022
・Project overview: This project aims to provide a stable water supply by optimizing water pressure and reducing water leakage, thereby improving the living environment of residents in the area by developing and updating water transmission and distribution facilities in the central northern part of Kigali City.
・Implementation period: October 2021 to October 2026
・Project overview: This project aims to strengthen the ability of district officials and WASAC, and thereby contributing to strengthening the ability to formulate and implement plans for local water supply services throughout Rwanda. This is done by strengthening the operation and maintenance capacity of local water supply facilities, the planning capacity for expansion and renewal of water supply facilities, and the management capacity of community water sources in seven districts of the eastern province.
