Signing Ceremony for “the Project for the Extension of Kayonza Deaf Blind School”

Exchanging Grant Contract

Friday, 14th February 2025 - H.E. Ambassador Fukushima signed a Grant Contract with Mr. Ndagijimana, Co-Founder of NGO, Friends of Handicap in Rwanda (FHR), to support the implementation of “the Project for the Extension of Kayonza Deaf Blind School.” This project, funded under the Grant Assistance for Grassroots Human Security Projects (GGP), aims to improve access to education for children with visual and/or hearing impairments.

The Government of Japan will provide 88,849 USD to construct a two-story building of special school that will include 2 dormitory rooms, 4 classrooms, 14 shower rooms with toilets, 6 toilet rooms, and 1 reading space. Additionally, the school building will be furnished with bedframes and mattresses for 120 students, desk and chair sets for 100 students and 5 teachers, as well as 5 cabinets and 5 whiteboards.

At the ceremony, H.E. Ambassador Fukushima, while emphasizing the importance of ‘Human Security’ as the philosophy which has been guiding Japan’s development assistance, remarked, “This project opens the door to education for all children, regardless of their physical impairments, and hands them the keys to dream of the future.” Additionally, he mentioned that this project can contribute to achieving the Second National Strategy for Transformation (NST2), Rwanda’s development goals prioritizing social inclusion for people with disabilities.
 
Mr. Ndagijimana also expressed his gratitude for this collaboration with the Embassy and hoped that “beyond education, this project will help create awareness, promote inclusivity, and encourage more families to send their children with disabilities to school.”
